		<description>Actually, this debate never began. There are those who like Federalism, those who don't like FEderalism and those who don't know what it means. Those who do don't speak to those who don't. Those who don't won't listen to those who do. Those who promote Federalism don't go beyond Colombo. Those who don't like it don't live in Colombo. Those who oppose it don't deal with the ways in which it can be helpful. Those who think it is helpful don't deal with the legitimate fears and concerns of those who don't like it. Everyone is talking, nobody is listening.</description>
