		<description>Sri Lanka neglected to think about the needs of the farmers.

We introduced heavy - pesticide and Fertilizer dependent varieties and that made the paddy production very expensive and dependent on foreign exchange in order to buy those items. A sri Lankan invented the first hand-operated  Tractor in Sri Lanka. Yet, we import that even to date.  that person is still living and it has little possibility he can modify and reinvent it or something like that to produce the hand-tractor in Sri Lanka in mass scale. Because many other accessories can be manufactured locally to semi-mechanize the Rice cultivation.

another important factor for peasant -farming is Co-operative Societies. Sri Lanka had many such agricultural co-operative societeis but those were full of financial mal-practices (the same old corruption story), and the GOSL did not stop and those broke down.

I know, at least one politician who got a good and fertile piece of land from a poor farmer and a gave him an unfertile piece of land to that farmer from ( I think JANAWASAMA)  of the govt - confiscated lands.

I don't think we need provincial councils.  but we need truely democratic Agricultural Co-operative societies.  Those should not be politicized as the grade 12 classes, universities ans every work place in Sri Lanka are political entities to screw up Sri Lanka.</description>
